How about... no.
The Windows 1 taskbar acts more like the RISC OS pinboard than the icon bar, in that it only stores icons for minimized windows. It may look like the icon bar, but it does not act like it. |

The windows iconbar 'obviously' influenced the designers of Arthur, you can tell by the following similarities.
1) The appalling choice of colour 2) The really terrible icon design |

Look at figure 2. Windows 7 has a taskbar with "large icons and no text". Remind you of anything? |

Look at figure 2. Windows 7 has a taskbar with "large icons and no text". Remind you of anything? The Mac OS X Dock.
For me to say the Icon Bar, it would need to have text underneath at least some of the icons (particularly the leftmost ones). And it would have to be monotone instead of a shiny glass-a-like texture/effect.
